Like other conifers, arborvitae tend to shed some of their needles annually. If trees are stressed (drought, cold winter temperatures etc.) seasonal needle loss can look especially bad. One way to tell if you have something other than seasonal needle loss, is to watch the trees. If the browning is spreading over time, you may have another issue.
